摘　　要：在青年教师和大学生中发展党员,关系到是否能够造就一批担当重任、始终坚持"三个代表"要求的教师人才队伍问题,关系到是否能够培养一批合格的社会主义事业建设者和接班人问题。在当前经济全球化、政治多极化、文化多元化、信息网络化的新形势下,应采取建立"三加强、三把关、三坚持"的机制,调动一切积极因素,提逐步高在青年教师和大学生中发展党员工作的实效性。The development of party members in young teachers and college students relates to whether we can build a team of teachers who always adhere to the＂Three Represents＂, whether we can cultivate qualified constructors and successors for the course of socialism. In the new situation of economic globalization, political multi-polarization, cultural diversity and information networking, we should gradually improve the efficiency of developing party members among young teachers and students by establishing and adopting the mechanism of＂Three Strengthening, Three Checks and Three Sticking To＂and mobilizing all positive factors.
