摘　　要：行政审批权是行政权的具体形态之一,其运行质量直接影响行政主体与相对人之间的关系,更关涉行政法治的成败。行政审批权由于人性弱点、制度缺失等原因而存在失范风险,严重损害其公共属性和公共利益。行政审批权自我防控是相对于立法机关、司法机关及社会力量而言,强调对行政审批权运行的关键节点采取预防措施,从根源上消除行政审批权的失范风险。行政审批权自我防控主要包括适用范围、权力结构、层级监督、行政人员职业道德等几方面内容。Administrative examination and approval authority is one specific form of administrative power and its operational quality affects the relation of administration agencies and the relevant people,and even involves success or failure of administrative rule of law. Because of human weakness and shortage of system,administrative examination and approval authority can be abused,which leads to damage of publicity and public interests. The selfprevention of administrative examination and approval authority emphasizes on prevention of key nodes of administrative examination and approval authority,so that it thoroughly eliminates the risk of misconduct. The self-prevention of administrative examination and approval authority includes the scope of application,the structure of power,the level of supervision,the administrative morality of civil servants,etc..
