河南省农村富余劳动力转移策略思考

摘　　要：农村富余劳动力的有序转移是实现健康城镇化的关键因素,也是加快农业产业化进程的重要前提.为探索促进农村富余劳动力转移的有效途径,利用近几年来河南省县域农村劳动力转移抽样调查数据,重点分析了县域农村富余劳动力转移的具体特征、发展趋势及促动因素,并针对目前农村劳动力进城落户面临的主要障碍,提出应重点推进户籍管理制度、土地管理制度及城乡就业制度创新,同时提升各级城镇综合承载能力,建立城乡互通的社会保障体系,通过这些措施促使县域农村转移劳动力能够真正融入城镇,进而使河南省新型城镇化进程进一步加快.Orderly transfer of rural surplus labor force is the critical factor of healthy urbanization, and it＇s the important premise of agriculture industrialization. In order to search the effective way of transfer of rural surplus labor force, the characteristic and trends of rural surplus labor force were analysed based on the survey data. It was proposed that it＇s vital to innovate household registration policy, land management policy and urban and rural employment policies. Meanwhile, improving the comprehensive carrying capacity of urban and establishing integrated urban and rural social security system will promote the new-type urbanization of Henan Province.
