摘　　要：我国培养优秀运动员的目的有两层含义,首先要发挥举国体制的优势,进一步挖掘运动员、教练员以及科研团队的潜力,团结一致,联合攻关,争创佳绩;其次是以人为本,培养运动员成为品德高尚、素质全面的人才.但是政策目标、培养与质量控制偏向于提高运动技术水平,而忽视了运动员退役后的生存生计问题,培养过程中没有针对运动员退役后的生计问题进行相关的学习和培训,以及退役后运动员的相关政策和法律还存在很多的缺陷,致使运动员在退役过程中出现安置难的问题,这不但影响运动员队伍的稳定、运动成绩的提高、后备人才的培养,更影响我国竞技体育的可持续发展.The purpose of cultivation of excellent athletes in our country has two meanings： first is to play the advantages of the system, and further excavate the potential of athletes, coaches, and scientific research team, unity, joint research, strive for success; Second is based on people-- oriented, to train athletes become a noble moral character with quality comprehensive talent. But policy goals, training and quality control have a bias towards improving the level of the athletes, but ignoring the existence of retired athletes＇ livelihood problems. In the training process, there is no related learning and training about the livelihood of retired athletes, as well as related policies and laws of retired athletes still exist many defects, the athletes meet difficulties in the process of decommissioning, which not only influence the stability of the athletes team, the improvement of performance, backup talent cultivation, but also influence the sustainable development of competitive sports in our country.
