摘　　要：现代社会危机频繁发生,非常规突发事件已经成为新闻媒体必须面对的日常性报道对象,面对同一个突发事件,不同人群往往出于不同的视角和立场发出不同的声音、做出不同的决定。本研究寻求非常规突发事件舆论的共性,试图通过新闻媒体非常规突发事件议程设置研究,引导公众对非常规突发事件进行客观、公正的评论,为构建和谐社会营造正面的舆论环境。Crises occurred frequently in modern society. Non-conventional emergencies have become the of daily report the objects which news media must face. When different groups of people face a emergency,they will make different responses and decisions from different visual angles and positions. In the present study,the author seeks public opinion＇s commonness of non-conventional emergencies and studies on news media＇s agenda-setting management in response to non-conventional emergencies,aiming to guide the public to comment on non-conventional emergencies objectively and equitably. It is hoped that it will create a positive public opinion＇s environment for building a harmonious society.
