摘　　要：社会工作作为一种制度性安排,其发展与顶层制度设计密切相关,二者的契合度决定了社会工作行业的未来。作为本土首例从制度层面"强势"推动社工发展的试点地区,深圳市已初步形成具有深圳特色的社会工作制度体系。其顶层制度设计在把握政府需求、社会发展与社会工作建设的关系等方面具有一定的契合度,确定了政府主导、民间运作的基本发展方向。但顶层制度设计也存在政策执行主体力度不足、立法缺位、监管不完善、财政力度不足、购买机制需优化等问题。因此,应持续完善社会工作组织体系、健全社会工作法律法规体系、强化评估监管的引领作用、加大公共财政体系支持力度,并优化政府购买社会工作服务机制。The development of social work, which itseff is an institutional arrangement, is intimately associated with system design and the policy formulation. The fit between them determines the future of social work. Shenzhen, as the first local city which has tried to promote social work development up-to-down, has formed local characteristic social work system recently. The top-level institutional arrangement handles the relationship between the needs of government and society and the development of social work precisely well. It＇s settled the basic orientation of social work, which is led by government and undertook by NGOs. However, there are some problems, such as the absence of legislation, imperfect,regulatory, insufficient finances, bad purchasing mechanism. Therefore, we should continue to improve the social work organization system, a sound legal system of social work, and strengthen the leading role of regulatory assessment, increase public finance system support, and optimize
