论电子商务诚信体系的完善

摘　　要：《中华人民共和国国民经济和社会发展第十二个五年规划纲要》(以下简称为"十二五")提出:"促进电子商务发展上升为国家战略。到2015年,我国将基本完成电子商务法规标准体系建设,规范、诚信的电子商务交易环境逐步完善,电子商务将成为我国现代商贸流通体系建设的重要组成部分。"但是,现在失信行为频频出现于我国电子商务中,从"网络水军"发布虚假信息,到部分网站进行售假或虚假交易,这些失信行为严重地影响电子商务的健康发展。如何有效规避网络交易风险,改善电子商务的交易环境,提高网民对互联网的信任度,促进电子商务和现代商贸流通的健康发展?这是当今亟需解决的问题。The law of the people＇s Republic of China on the twelfth five - year plan for national economic and social development compendium referred to ＂promote the development of electronic commerce to the national strategy＂. By 2015, the basic e - commerce laws and regulations standard system construction will be completed in our country, its specification and integrity trading conditions gradually improve, which will become an important part of modem commercial and trade circulation system construction. However, worryingly,the current dishonest acts appear constantly in the field of electronic commerce in our country, from the ＂water army＂ publishing false information, to some sites doing false trading, which counterfeit the faithless behavior and seriously influence the development of e - commerce. It has become urgent to solve the problem of how to effectively circumvent Internet transaction risk, improve the trading environment of e -commerce, improve the netizen＇s trust in the Internet and promote the great development of electronic commerce and modern commercial and trade circulation.
