摘　　要：高等教育适龄人口和高等教育在学人口统计数据的误差,使西藏自治区教育主管部门高估了西藏高等教育毛入学率,给西藏高等教育发展的决策带来了误导;对高等教育大众化理论的误解,加剧了西藏高等教育高速发展带来的问题;科学的发展观和实事求是的态度,是西藏高等教育健康发展的基础。The statistical error of the population of the right age for higher education and the enrollment number of higher education has resulted in the overestimated gross enrollment rate of higher education in the Tibet Autonomous Region, which is misleading for the decision making of the development strategy of higher education in the Tibet Autonomous Region. In addition, the misunderstanding of the popularization theory of higher education aggravates the severe situation caused by the rapid development of higher education in this region. So a sound development of higher education in the Tibet Autonomous Region should be based on a scientific outlook on development and a practical attitude.
