摘　　要：目的预测未来浦东新区公立医疗卫生机构人力资源拥有量和需要量,进一步明确人员缺口。方法收集2005—2011年区域内公立医疗卫生机构人力数据,并结合相关研究文献,进行发展趋势的预测。结果基于2005—2011年的平均增长率,2015年卫生技术人员缺口为6 148人,执业医师缺口为3 496人,护士缺口为1 203人,而到2020年,卫生技术人员、执业医师和护士的缺口将分别达到9 461人、4 999人和1 942人。结论公立医疗卫生机构人员配置量缺口较大,建议形成政策合力,以"十二五"规划目标为导向,把人才队伍建设摆在医疗卫生事业发展的优先战略地位,努力增加医疗卫生人才总量,并着力改善配置结构。OBJECTIVE Predicting the number of ownership and requirements of human resources of public health agencies in Pudong New District and clarifying the gaps. METHODS Forecasting the development trend by collecting the data of human resources of public health agencies from 2005 to 2011 and combining with the relevant research literature. RESULTS Based on the average growth rate from 2005 to 2011, the shortfall of the health technicians in 2015 is 6 148, that of practicing physicians is 3 496 and of the nurses is 1 203. The numbers in 2020 will reach up to 9 461, 4 999 and 1 942. CONCLUSION There is a big shortfall in the human configuration of public health institutions. Placing the personnel building in the priority strategic position of the development of medical and health services, making efforts to increase the total amount of health personnel and improving the configuration structure, by forming a policy resultant force oriented the goal of ＂12th Five-Year Plan＂ .
