摘 要:成员不同的业务、资本和管理参与行为会形成差异化的合作社惠顾、产权和治理结构;西方传统合作社、非传统合作社与中国的农民专业合作社成员参与行为的差异最终引致了迥异的农民专业合作社组织结构安排。当前,中国农民专业合作社呈现惠顾返还比例不高、成员与非成员业务边界模糊等惠顾结构特征,少数核心能人占大股、股权集中度较高等产权结构特征,成员管理参与少、少数主体内部控制等治理结构特征,显示其已偏离合作社的本质性规定和基本原则。因此,想要推动中国农民专业合作社规范发展,必须鼓励成员与合作社进行产品交易,强化成员惠顾额返利;鼓励成员认购股金,限制单个成员持股上限;鼓励成员参与管理。Member's different behaviors of businesses, capital, and management participation contribute to the heterogeneity regarding the distribution of patronage, capital share and management in farmer cooperatives. Farmer cooperatives in China deviate from traditional cooperatives and non-traditional cooperatives in the western countries, which sequentially results in different organization structure of farmer cooperatives. Currently, China farmer cooperatives show following characteristics: the return ration of patronage is not high, the boundaries between member and nonmember is unclear, small group of core member owns a high portion of ownership, and small group of core member control the cooperative, all these indicate that the present cooperatives stray away from its essential connotation and basic principles. To better standardize development of the China farm cooperatives, we should encourage the members to trade with the cooperatives, strengthen the return of patronage, encourage members to subscribe equity, set an upper limit of ownership of single member, and encourage member to participate management.
