摘　　要：以江苏三地为例,分析了研究区新农保的运行现状,剖析新农保运行过程中存在捆绑式参保引发家庭矛盾、政府补贴地区差异大、代理单位服务态度欠佳、年轻人参保意愿弱等问题。提出了坚持自愿原则、缩小政府补贴地区差、做好新农保窗口服务、加强新农保宣传等一系列对策。Citing three places from Jiangsu Province for instance, this paper makes an analysis of the operation situation of New Agricultural Insurance and several defects are studied as follows： tying insurance which causes family conflicts, differences in the distribution of government subsidies, poor service attitude, weak will for young person to take insurance, changing the land for social security instead of the new agricultural insurance, etc. Then it puts forward a series of countermeasures including the voluntary principle, reducing area difference of government subsidies, enhancing services quality, strengthening the publicity and the like.
