摘　　要：根据建设工程中存在的问题,结合已有文献,提出"建设工程投资管控"的概念,随后基于项目生命周期对建设工程管控的难点和问题作了分析,最后重点论述各不同阶段建设工程投资管控的建设性配套措施,以期为烟草行业建设工程的管理、控制和监督提供借鉴和参考。The concept of ＂management and control of construction project investment＂ was put forward, according to construction difficulties and existing literatures. Based on project life cycle, the difficulties and problems of construction project management were analyzed to find their constructive countermeasures in each stage, which would be anticipated to provide references for management, control and supervision on the construction project of tobacco companies.
