摘　　要：近年来,合同能源管理发展迅速,已成为实行能效管理的重要措施及手段。在介绍了合同能源管理涵义及其运行机制的基础上,分析了油气企业推广应用合同能源管理的必要性和可行性,并提出了油气企业推广合同能源管理的总体思路、运作模式和保障措施。研究认为,油气企业合同能源管理运作模式除采取与节能服务公司合作的方式外,还应以内部合同能源管理方式将合同能源管理机制融入到内部的节能改造项目中。The Energy Performance Contracting(EPC)has been rapidly developed in recent years and becomes an important way to manage the energy efficiently. The necessity and feasibility for the oil & gas production enterprises to promote and apply EPC are analyzed and the general idea, operation pattern and safeguard measures for the promotion of EPC by the oil-gas production enterprises are proposed based on the EPC implications and operation mechanism. The study shows that the enterprises should combine EPC mechanism with enterprises' energy efficiency projects and introduce internal EPC mode to promote EPC in oil and gas enterprises besides simply cooperating with EMC.
