川东北天然气项目计划管理的差异分析

摘　　要：针对川东北天然气项目过去5年工作中计划执行情况不理想、工作计划和预算编制与现实情况脱节等问题,在介绍了作业者雪佛龙公司的计划管理模式的基础上,分析了川东北天然气项目的计划管理模式与中国石油计划管理模式存在的差异,并提出了相关改进建议。研究认为:今后,川东北天然气项目应加强计划工作中中外双方的融合;应将投资控制重心前移,强化工作订单、采购合同及工作授权等业务的前端控制;应拓宽培训思路,加强针对外方人员的专项培训。In the past five years, the planning implementation of Northeast Sichuan Natural Gas Project was not ideal, the work plan and budget of Northeast Sichuan Natural Gas Project were divorced from reality. As for the problems mentioned above, on the basis of introducing the planning and management modes of operator-Chevron, the differences lying in the planning management modes between Northeast Sichuan Natural Gas Project and PetroChina are analyzed; and suggestions are offered that integrations between China and foreign parties shall be enhanced during the planning of project, and that the control focus shall be shifted forward and the training idea should be expanded.
