中国新型农业经营体系构建的基点与路径

摘　　要：新型农业经营体系是我国建设社会主义新农村和推进农业现代化的应然要求,既是与农业经营相连的系统而构成的有机整体,也是对原有农业经营体系的继承和提升。以农户为主的多元经营主体,及以农民家庭经营为主的多种形式的农业经营,是新型农业经营体系的主要特征。在构建新型农业经营体系时应坚持农村基本经营制度,坚持家庭经营在农业经营中的基础性地位,尊重农民的意愿,并以农民的利益为重,以提高农业的综合能力为核心。通过培育和发展以广大农民为主体的,有利于提升农民家庭经营品质的新型农业经营主体,以及发展农业社会化服务,是构建新型农业经营体系的主要途径。The New Agriculture Management System is the requirement of building a new socialist country-side and promoting the modernization of farming .It is not only the unique component of the body ,but also the succession and promotion of the original agriculture management system .The major features of the New Agriculture Management System are farmer-centered diversified operation and family operated multi-operation .This paper suggests that the construction of the new agriculture management system in China should abide by the laws of basic management system and uphold the notion that family operation is treated as the basis of agriculture management .Key issues are the desire of the farmers respected ,the benefit pro-tected ,the comprehensive level of ability raised .The major path to the construction of the new agriculture management system is to cultivate and develop the new agriculture management with farmer-oriented main body and enhanced family-operated quality ,and to develop the socialized service of agriculture .
