摘 要:在重化工业化阶段难以逾越的现实背景下,如何消除其引致的环境污染和碳排放已成为中国工业发展面临的迫切问题。本文基于两化融合的内涵构建了考虑资源节约和环境质量改进的技术创新模型,利用2002~2010年中国各省市工业面板数据,着重探讨了重化工业化、两化融合与工业环境治理绩效之间的关系。研究发现:(1)较高的重化工业化水平有助于工业化与信息化更好的匹配与融合。(2)两化融合水平的提升能有效抑制重化工业化引致的环境污染和碳排放,从而改善区域工业环境治理绩效。(3)国有企业有着更强的污染控制和碳减排能力,高新技术产业投资在降低污染的同时也会导致碳排放微弱上升,而煤炭消费占比、能源强度等因素不利于工业环境治理绩效的改善,工业污染治理投资和民众干预等因素对环境治理绩效的影响尚不明显。最后,本文提出了在重化工业化阶段依托两化融合实现中国工业绿色转型的战略路径。Based on the connotation of the integration of industrialization and informatization,this paper considering resource conservation and environmental quality improvement,constructed a green technology innovation model and discussed the relationships between the integration of industrialization and informatization and the performance of environmental governance by using the industrial panel data of 30 provinces in China from 2002 to 2010. The results:( 1) A higher level of heavy and chemical industrialization facilitates the match and integration of industrialization and informatization.( 2) The integration of industrialization and informatization can effectively inhibit industrial pollutants and carbon emissions from heavy industrialization,thus improving the performance of environmental governance.( 3) State-owned enterprises have stronger ability in pollution control and carbon emission reduction. The investment of high-tech industries increase carbon emissions slightly while reducing pollution,on the plus side,such factors as the proportion of coal consumption and energy intensity frustrate better governance performance,and trivial effects were observed from investment in industrial pollution control and public intervention. Finally,this paper designed a strategic path towards China's industrial green transformation during the heavy and chemical industrialization stage based on the integration of industrialization and informatization.
