摘　　要：农民合作社发展中的政府行为是合作社理论与实践的核心问题之一。在我国强势政府全面治理的情境中,农民合作社与政府之间存在着不对称的相互赋权关系,而政府拥有较大的干预优势和作用空间。本文从赋权理论视角,基于我国政府与农民合作社的现实关系状况,揭示了合作社发展中政府行为的动因、维度及作用机制。Relations between farmer cooperatives and the government are core issues related to the theory and practice of cooperatives. There exists asymmetrical mutual relationship of empowerment between farmer cooperatives and the government in a strong governance context,and the government has a larger advantages and space with the intervention. From the theoretical perspective of empowerment and based on the reality of relations between farmer cooperatives and the government,this paper defines the relations framework of cooperatives and the government to reveal the practical logic and interaction mechanisms in the process of their interaction. Finally,the paper analyzed the characteristics of governmental empower behavior in the development of farmer cooperatives.
