摘 要:计划外用工是中国计划经济历史上的一个社会经济现象。它导源于计划经济体制下的劳动用工制度无法满足用工单位的需求,并几乎与计划经济相始终,而以七八十年代为盛。计划经济时期,它因经济管理权限收放、经济形势涨落以及政治运动起伏而呈现一定的盈缩之势。在改革年代,它迭遭清理,却不减反增,在国民经济各部门承担着重要职能。至90年代初,伴随市场取向的劳动制度改革和企业地位界定,计划外用工最终退出历史舞台。总而言之,计划外用工历时久、范围广、规模大,足可视为一种资源配置形式。Non-planned recruitment is a socio-economic phenomenon in the history of China' s planned economy. The origin was the labor recruitment system under the planned economic system could not meet the needs of recruitment units. It was almost ended with the planned economy and flourished in 1970s and 1980s. During the planned economy period, non-planned recruitment showed some trends of ups and downs due to the change of eco- nomic management authority and the fluctuations of economic situations and political movements. In the reform era, it had repeatedly been cleaned up, but got increased rather than decreased and played an important function in all departments of the national economy. To the early of 1990s, non-planned recruitment eventually quitted from the stage of history with the market-oriented reform of recruitment system and the definition of enterprise status. In short, non-planned recruitment lasted long with wide range and large scale and could be regarded as a form of resources allocation.
