日本政府主导型金融发展模式对我国金融业发展的启示

摘　　要：日本金融发展模式在支持本国产业结构调整上取得了巨大的成功,这主要归功于其"政策性金融"的特色。这主要体现在日本的政策性金融体系可以保持一定的盈利水平和良好评级、具有充足资金来源的财政投融资机制以及构成日本实现社会金融资源优化配置的主要载体等方面。日本金融发展模式对我国加快完善金融体系具有相当重要的借鉴作用,因此,我国应在建立政策性银行的引导机制、协调市场导向与政策导向关系的同时做好全能经营的制度准备,促进我国经济发展和产业升级。Japanese financial development pattern made great contributions to the adjustment of industrial structure, which owe to its characteristic of ＂policy finance＂. This is mainly embodied in the following aspects： Japanese policy financial system can maintain a certain profit level and good ratings; it has sufficient capital source of fiscal investment and financing mechanisms and it＇s the main carder of Japanese social financial resources optimal allocation. Japan＇s financial development pattern has important reference function on China, therefore, China should establish the guide mechanism of policy banks, coordinate the relationship between market orientation and policy guidance, and prepare universal operating system in order to promote economic development and industrial upgrading in China.
