论完善耕地保护共同责任机制的途径

摘　　要：为了有效地保护现有耕地,必须建立耕地保护共同责任机制。对中央、国土资源部和地方政府的相关文件、政策进行了梳理、归纳,对耕地保护共同责任的内涵进行了界定,并提出了各地在构建耕地保护共同责任机制时,还面临诸如地方政府违法占用耕地现象依然突出、涉地部门缺乏耕地保护的共同责任、农民缺乏保护耕地的内在动力和耕地保护责任考核内容不够全面等问题,需要通过建立各级党委耕地保护的责任机制、明确涉地部门耕地保护的责任界限、实施农民耕地保护补偿机制和完善耕地保护考核内容、强化问责制度等途径加以进一步完善。Abstracts： It is necessary to establish a common responsibility of cultivated land protection mechanism , in order to effectively protect the existing cultivated land. After carding and summing up all sorts of policies and documents from central and local governments, this article defines the connotation of the common responsibility of cultivated land protection, and puts forward many problems in building the common responsibility, such as the outstanding phenomenon of illegal appropriation of farmland, lack of a common re-sponsibility on the cultivated land protection for involved departments, less comprehensive appraisal content of responsibility of cultivated land protection and etc. We need establish all levels the responsibility mechanism of protection of farmland according to party committees, define the division of involved departments responsibilities , actualize farmers＇ compensation mechanism on cultivated land protection, improve the appraisal system of cultivated land protection content, perfect the accountability and so on.
