人大代表比例结构调整探析

摘　　要：我国各级人大代表结构的调整一直是学术界讨论的焦点,是提高人大代表素质的重要因素及完善人大代表制度的措施之一。实行城乡同比例选举人大代表后,我国人大代表比例结构也随之改变,但人大存在的诸如代表整体素质不高、履职效率低等问题依然存在。因此需要对结构调整后的新情况进行分析以便继续优化人大代表结构。The structure adjustment of People＇ s Congress in China has been the focus of academic discussion. Adjusting the structure of People＇ s Congress is one of the measures to improve the system of People＇ s Congress. With the implementation of selecting deputies from urban and rural areas with the same proportion, the proportional structure of People＇ s Congress has also changed; however, prob- lems still exist, for example, the overall quality of the deputies is not high ; their efficiency is low. Therefore, it is necessary to carry on the analysis on the new situation after the structure adjustment so as to further optimize the structure of deputies to People＇ s Congress.
