摘　　要：经费保障不足是免费开放实施中遇到的突出问题。免费开放使公共图书馆的运行成本发生了变化,成本支出不断上升,新增的文献资源、馆舍设施、人员开支等项经费巨大,需要更多的投入方可持续。但是,公共图书馆经费来源渠道并不通畅。业内人士虽然对"免费开放保障"进行了大量探索,但最终似乎仍然是无计可施。经济下行、财政紧缩的趋势更为免费开放的前途蒙上了一层阴影。The shortage of the fund safeguard is the prominent problem in the implementation of free opening of public libraries. Free opening has changed running costs of public libraries, cost expenditures are on the rise constartly, there are huge amounts of funds around some aspects, such as document resources, library facilities, the personnel, and so on, so these could continue when more inputs have offset the cost rise. But the channel of the fund source is not smooth. Although the industry has a large number of explorations of the free opening safeguard, it seems to be at wits end. The trend of the economic downturn and the fiscal austerity has clouded prospects for free opening.
