摘　　要：新兴海洋产业与技术创新紧密相连,加快其成熟是促进海洋经济发展的关键。构建"孵化-加速"创新服务体系,有助于整合区域创新资源,提高创新效率,从而加速新兴海洋产业发展。"孵化-加速"体系具有多元的理论渊源,当代技术创新和战略新兴产业竞争的内在属性、企业成长理论和科技企业孵化器、加速器的理论演变与实践发展都为之提供了理论支撑。构建"孵化-加速"体系应确立重点行业,围绕技术创新的关键环节与核心创新服务组织进行,需强化合作网络并提供配套的政策支持。Marine economy has been one of the important supports of national economy. Emerging marine industries are closely related to technological innovation, which is the key factor to promote marine economy. Incubator- accelerator system can integrate regional innovation resources and improve innovation performance, thus accelerating growth of emerging marine industries. The incubator - accelerator system has multiple theoretic bases, including modem characteristics of technological innovation and competition attributes of emerging industries, the theory of industry growth, and theoretic changes and practice of business incubator and accelerator. This paper puts forward to establish the ＂ incubator- accelerator＂ system by selecting prior in- dustries, focusing on critical process of technological innovation and key innovation service organizations, enhancing coop- eration networks, and providing preferential support policies.
