系统科学视域下连片特困地区区域协调发展研究——以湘西地区为例

摘　　要：连片特困地区是当前扶贫攻坚和区域协调发展的主战场,湘西地区是这一区域的典型。基于系统科学的视角分析,区域系统开放是湘西地区区域协调发展的前提条件,子系统的竞争与协同是湘西地区区域协调发展的内在驱动力,超循环是湘西地区区域协调发展的内部实现途径。推进湘西地区区域协调发展,必须构建区域市场协调发展模式——区域一体化市场体系,构建区域产业协调发展模式——区域特色产业体系,构建区域基础设施协调建设模式——基础设施区域网络体系,构建区域经济、社会和生态协调发展模式——生态文明建设战略。Contiguous destitute areas are the main batdefields of the current poverty alleviation and regional coordinated development, and Western areas of Hunan province is typical of the region. Based on the perspective of system science, the regional system opening is a prerequisite for regional coordinated development; the competition and cooperation of subsystems is the internal driving force of the coordinated development in the western areas; and the super - cycle is an internal realization approach to regional coordinated development in the western areas of Hunan province. To promote the regional coordinated development in the western areas of Hunan province, we must build the regional market coordinated development model, i.e., regional in- tegration market system, the regional industrial coordinated development model, i.e., regional characteristic industrial sys- tem, and the regional infrastructure coordination construction model, i.e., infrastructure LAN system, as well as the regional coordinated development model of economy, society and ecology, i.e., ecological civilization building strategy.
