高校行政效能现状与提升原则

摘　　要：高校行政管理水平主要取决于其行政效能。当前高校行政效能建设存在的主要问题是行政理念滞后、机构设置繁杂、绩效管理缺失、人员素质不高和效能监察缺位。提升高校行政效能要按照构建高校服务型机关的要求,结合新公共管理学的理论,遵循以下基本原则:以人为本,服务第一;效率优先,兼顾公平;尊重学术,辅助教学;素质提高,专业彰显。The administration level of a university mainly depends on its administrative efficiency. The present major problems for Chinese universities in this respect include their obsolete concept of administration, complicated institutional settings, absence of performance management, low personnel quality, and the absence of performance monitoring. The principles to comply with in enhancing university administrative efficiency include people-orientation, service first, efficiency priority without ignoring fairness and others.
