摘　　要：目的：提升军队中小医院文职人员卫勤保障能力。方法采用德尔菲法向4个省市25名卫勤、医院管理专家对文职人员卫勤保障能力进行专家咨询。结果专家的积极性高，专家权威程度（ Cr）系数为0．92，专家协调系数为0．17～0．26，构建军队医院文职人员卫勤保障能力一级指标2个、二级指标6个、三级指标34个。结论文职人员卫勤保障能力的构成为有良好的道德品质、扎实的专业技能、快速应急能力以及有效的培训考核方法。Objective To establish evaluation indices system of civilian staff＇s medical support capability in small and middle military hospital .Methods Delphi method was used , and 25 hospital management experts in 4 provinces were consulted .Results Experts were of high degree of enthusiasm .Specialist authority coefficient （Cr） was 0.92 and specialist coordinate coefficient was 0.17~0.26.The indices system was composed by 2 first-grade index as basic conditions of the civilian staff , specialty skill and emergency disposal ability , 6 second-grade index and 34 third-grade index .Conclusion The indices system is an effective means to evaluate the med-ical support capacity of the civilian staff .
