摘　　要：法治在规范权力运行中具有撬动社会格局、平衡利益关系的杠杆作用,杠杆的支点是民治理念和民治能力,杠杆的力矩是国家与社会治域调整的现实空间。在将权力这一重器纳入良性运行轨道的过程中,法治发挥着重要作用,而这一作用发挥的程度取决于从治民到民治、从国家到社会两大治理模式重构的发展情况。民治理念的树立,民治能力的提升,国家与社会共治格局的形成,为通过法治建设撬动表层利益格局的同时撬动深层传统理念,从而为平衡权力提供了契机。In the operation of the normative power, the role of law have the leverage function of prizing the social structure, balance the interest relations, the lever fulcrum is the people governance ability, the moment of leverage is the real space of the national and social governance domain. In the process of put the power jack into the benign orbit, the rule of law plays an important role, and the degree of role play depends on the development situation from rule the people to rule by the peo- ple, from the country to the social two governance model reconstruction. The setting up of people governance, ability promo- tion of the people government, formation of the work pattern of common rule by state and society provide the chance of prize the surface interests at the same time move deep traditional idea and then balance the power by the rule of law construction.
