摘 要:本文利用改进的柯布—道格拉斯生产函数,估算和比较了我国电子产业和高新技术产业的全要素生产率,笔者从研发投入与产出、外商直接投资影响两个层面剖析了我国电子产业全要素生产率较高的原因。研究认为,随着电子产业利用外资规模持续扩大,不仅通过技术、资本一揽子要素引进,直接推动了电子产业产能扩大和技术进步;而且还通过外资的技术外溢,推动内资企业技术水平提升。但是,尽管外资对电子产业的直接效应高于高新技术产业平均水平,但其技术溢出效应却低于平均水平。论文据此探讨了相应的对策建议,以期对我国电子产业乃至高新技术产业发展提供有益的思路。Using the improved Cob-Douglas production function,this paper estimates and compares the total factor productivities of the electronic and high-tech industries in China,and analyzes the cause for higher total factor productivity in the electronics industry from the dimensions of R&D input and output and the effect of foreign direct investment.Our study suggests that along with the expansion of the scale of China’s electronics industry drawing on foreign capital,it is not only through the introduction of technology and capital package elements that the production capacity and technological progress are directly promoted,but also through the technology spillover effect of foreign capital the technological level of domestic enterprises is elevated.However,although the direct effect of foreign investment on the electronics industry is larger than the average level of the effect on high-tech industries,the technology spillover effect on the former is weaker than the average level of the effect on the latter.Accordingly this paper discusses the corresponding countermeasures and suggestions in order to provide useful insights to improve the electronic and high-tech industries in China.
