哈尔滨城市边缘区及其生态经济问题探讨

摘　　要：哈尔滨城市边缘区生态经济发展的研究,能够优化城市功能区布局、促进城市边缘区生态建设。本研究采用乡镇综合实力指数与地理信息系统相结合的方法,探讨了城市边缘区范围及生态经济建设问题。结果表明,哈尔滨市城市边缘区存在生态环境破坏严重、第二产业比重过大、企业之间缺少产业链条联系、耕地面积急剧缩减和政府规划管理不合理等问题。加大环境保护力度、调整产业结构实现多元化发展、加强政府引导优化产业链条、加强土地资源管理、强化统一规划和管理,可以提高哈尔滨城市边缘区的生态建设水平。Researches on ecological economy development of Harbin urban fringe will optimize the layout of urban functional zone and promote the ecological construction of urban fringe. The synthetical potential index for villages and towns was used, combined with GIS technology, to identify the range of the urban fringe. In addition, the characteristics and problems of Harbin urban fringe were analyzed. Then the suggestions for those problems were proposed. The results showed that there are several problems for ecological economy development of Harbin urban fringe： serious ecological environment destruction, more percentage of secondary industry, less industrial chain links, reduction of cultivated area and non-reasonable plan of the government. For simulating the ecological construction of Harbin urban fringe, suggestions to those problems were proposed as follow： strengthen- ing environmental protection, adjusting the industrial structure to realize diversified development, strengthening government guide to optimize industry chain, strengthening the management of land resources and strengthening unified planning and management.
