加快推进农村土地资产经营的政策研究

摘　　要：开展农村土地资产经营的实际困难:资金扶持力度不够,农村金融产品缺乏;服务平台不健全,管理机制不完善。近年来,国内部分地区通过发展农村土地金融、建设农地流转平台对推进农村土地资产经营进行了有益探索。加快推进农村土地资产经营的政策建议:(1)进一步加快农村土地金融服务及制度创新,开展农村土地经营权抵押和股权质押融资创新;尝试开办土地银行业务和土地资产证券化业务。(2)进一步加快完善农地流转平台,将农地流转平台建在基层,实现下沉服务;拓展平台服务功能,打造"一站式"服务。There are some problems for developing rural land assets management, for example, no enough funds to support, lack of rural financial products, unsound service platform, and imperfect management mechanism and so on. In recent years, some useful efforts in exploring ways to promote rural land assets management have been made in several parts of the country where they develop rural land financial and build farmland transfer platform. Furthermore, this paper introduces some policy suggestions, these are： speeding up the rural land financial services and institutional innovation; developing the mortgage of land management right and pledge of the equity financing innovation; trying to set up land banking and land assets securitization; building farmland transfer platform at the grassroots level so as to realize sinking service; expanding the platform service function and creating a one-stop service platform.
