朴槿惠政府的东北亚外交政策新课题

摘　　要：朴槿惠总统就任韩国第十八届总统后,在21世纪最艰难的外部环境下,确定了构筑朝鲜半岛和平与统一的基础、建立东北亚地区的和平合作体系、为世界和平做贡献的外交目标。尽管朴槿惠执政以来的外交成绩得到国内外一致好评,但依然面临着诸多新课题:在朝核问题尚未解决的背景下,如何改善朝韩关系,开启朝鲜半岛信任进程;如何在缺少战略互信的中美之间保持均衡,建立中美韩三边合作机制;如何令日本对历史认识问题"拿出负责任、有诚意的措施",增加中韩对日本的"信任",实现中日韩大和解;如何在安全困境没有缓解的情况下促进东北亚多边合作,实现东北亚和平构想。这些课题如何解决将是对朴槿惠政府的严峻考验。After taking office of the 18th president of Republic of Korea,Park Geun—hye confronts the thorniest environment of the 21st century.She clarified diplomatic targets,building foundation for peaceful reunification of the Korean Peninsula,establishing the peaceful cooperation system in Northeast Asia,contributing to world peace.Park's diplomatic achievements.though,obtain favorable comments from international society,there are still some challenges to be handled.Firstly,how to improve inter-Korean relations and open a novel era of 'Korean Peninsula Trust Process' in the background of DPRK's nuclear issues.Secondly,how to maintain balance between PRC and USA built the triple cooperative mechanism including ROK.Thirdly,how to make Japan resolve the history problems in attitude of 'take responsibilities and make sincere measures',increase China and ROK's trust in Japan and achieve reconciliation among those countries.Finally,how to push multiple cooperation of Northeast Asia to realize regional peace concept,though the security dilemma has no sign to relieve.How to handle those four challenges will become the severe trial to Park's administration.
