摘  要:新医改方案要求大力改进公立医院内部管理,使企业管理模式不断植入,医院的经营目标是追求社会效益最大化,企业则追求利润最大化,综合性公立医院的管理中出现了医院自身利益与公益性相矛盾、医院医疗诚信危机以及医院管理队伍培养的问题,需改进管理模式。以人为本,实施岗位责任制、制度化管理、监管体系的建立以及职业生涯设计等措施,提高了服务质量与效率,使医院得到可持续性发展。New healthcare reform requires to improve public hospital intemal management, and continuously implant the enterprise management mode. Hospital management goal is the pursuit of social benefit maximization, but enterprise is profit maximization. The problems of contradiction of the hospital self-interest and public welfare and hospital medical integrity crisis and hospital management team training were appeared in comprehensive public hospitals management. Some measures such as people first, the implementation of post responsibility system, institutionalized management, the establishment of the regulatory system and career design should be taken for hospital sustainable development to improve the management mode, improve the service quality and efficiency.
