“十一五”期间水利部技术引进工作成效分析

摘　　要：针对"十一五"期间水利部"948"计划实施,分别从水文水资源、防灾减灾、农村水利、水利工程建设技术、水土保持与水环境以及水利工程安全管理等6个专业领域进行了分析,对取得的主要经验进行了总结。结果表明,通过该计划的实施,各领域关键技术研究均取得长足进展,大大缩短了我国水利科技水平与国际先进水平的差距,部分项目实施后,同类技术与国际先进水平的差距已缩短为零甚至已超过国际先进水平;大量优秀成果在水利生产建设实践中得到成功应用,有效破解了一些水利发展和建设实践中的重点、难点问题。该成果可为今后有针对性地继续引进国际水利科技前沿技术,加快我国水利科技发展,促进生态文明建设等,提供指导和借鉴。Main achievements and experiences of the Ministry of Water Resources （MWR） during the implementation of ＂948＂ Plan in the 1 lth Five-Year Plan Period are summarized, especially in six special areas of hydrology and water resourees, disaster prevention and control, irrigation and drainage and rural water supply, technologies of water project construction, soil and water conservation and water environment and safety management of water project. The result demonstrates that great achievements have been made in research and development of key technologies with the implementation of the plan. The technologies applied in China have reached or surpassed the international level. These advanced technologies have been used to effectively solve the problems in water development and project construction, which can provide guidance and reference to introduction of cutting-edge technologies, and accelerate science and technology development and ecological civilization construction.
