政府支持对高校知识创新影响的实证探析

摘　　要：基于市场失灵理论,运用负二项回归分析方法,利用1999—2010年我国30个省市高校知识创新产出的相关数据,实证分析了政府支持与高校知识创新产出之间的关系。结果表明:中央和地方政府直接资金支持与高校论文产出、专利授权产出均存在倒U型关系;地方政府间接资金支持与高校论文产出、专利授权产出均存在倒U型关系;政府的直接资金与间接资金支持对高校论文产出具有交互作用,但对专利授权产出没有交互作用。并基于上述实证研究提出了相关的政策建议。Based on market failure versity knowledge innovation outpu theory, this paper t in 30 provinces uses negative binomial regression to empirically analyze uni- of China during the period of 1999-2010. The major results are shown as follows. （1） There are reverse ＇U＇ type relationships between direct funding （provided by the central government and the local government） and university scientific publications and patent output. （2） Indirect funding （provided by the local government） has reverse ＇U＇ type relationships with university publication and patent counts. （3） The government＇s direct and indirect funding have an interactive effect on university scientific publications out- put, but don＇t have an interactive effect on patent output. Based on the results of empirical estimation, we come up with some suggestions.
