关于短刑犯教育改造工作的思考

摘　　要：随着新《刑事诉讼法》正式施行,短刑犯的教育改造问题引起了人们的广泛关注。由于这一群体具有服刑时间短、再犯率高、文化水平低的特点,又加之减刑等相关激励制度执行不力,因此短刑犯的教育改造工作面临诸多困境。为此,相关部门应根据短刑犯的特点制定有针对性的教育改造方案,提高改造的成功率;同时,积极开展职业技能培训,降低再犯率;最后,还要大力推进短刑犯的减刑工作,提高其改造积极性。Along with the implementation of the new Criminal Procedure Law, the rehabilitation of short -term prisoners has aroused public concern. The properties of those criminals, namely, short imprisonment times, high recidivism rate and low educational level, have imposed many difficulties on their rehabilitation together with the in- effective implementation of penalty reducing incentive system. In order to solve the problem, measures should be taken as follows ： relevant administrative departments should work out specialized scheme for those criminals, devel- op skill education activities to lower recidivism rate and implement the reduction of penalty activities to improve their activity for rehabilitation.
