摘　　要：针对高校科研管理能力与执行科技政策及纪律要求还不相适应、科研监管滞后,导致有些高校在科研经费使用方面的违规违法案件时有发生,在社会上产生了不良影响等问题结合国内科研监管机制的有益尝试和国外的一些成功经验,从4个方面来论述科研监管机制改革的方向,希望对我国高校的学院科研监管办法的建立健全做出贡献。scientific research management and implementation of technology policy does not adapt to the requirements of University. With the cases of research misconduct gradually happened in different university, to control and restrict re- search misconduct from an institutional level On the basis of summarizing the development history of the regulatory mecha- nism in domestic and foreign country, discusses the supervision mechanism of scientific research from four aspects. We hope that the establishment of this mechanism is helpful to other schools and universities in establishing scientific supervi- sion mechanism.
