科研院所产权改革与改制成效的实证研究——以湖南为例

摘　　要：近年来,我国科研院所转制工作取得很大成效,产权改革稳步推进。基于主成分分析法的实证研究发现,科研院所的产权改革状况对转制效率产生显著影响,不同院所在综合水平、经营能力和创新能力出现了较为明显的分化。因此,科研院所产权改革意义重大,提高要从加快产权改革步伐、创新资产管理模式、健全改革配套政策、建立现代企业制度等方面着力推进。In recent years, the reforming of scientific research institutions have got off in China, and the property fight reform have been restarted. Research based on PCA shows that the arrangement of the property fight system decides directly the scale of development, economic result and innovation ability of scientific research institutions. Then , a number of pro- pesals are made such as reforming the property right hierarchically, formulating supporting policies, building the modem enterprise system, etc.
