摘　　要：高校科研活动低效导致了大量科技资源被浪费,更抑制了主体创新活动的开展。引起高校科研低效的原因不仅来源于高校主体内部,也存在于与科研行为有关的其他主体,从高校、政府、企业、民间机构等多个主体视角出发,对引起高校科研活动低效的成因进行了深入细致的探讨,最后提出针对性的治理途径。Scientific research inefficiency in colleges and universities caused a large number of science and technology resources are wasted, and stifled innovation activities. The causes of inefficiency of university＇s scientific research colleges and universities not only comes from the inside body, also exists in other subjects related to the scientific research behavior, this article has carried on the thorough discussion to cause of the inefficiency of scientific research activities, from universi- ties,government,enterprises,non-governmental organizations Angle,, finally put forward corresponding treatment,~ways.
