内蒙古自治区R&D活动投入产出分析及对策研究

摘　　要：对内蒙古自治区R&D活动投入产出情况进行了详细的分析与比较研究,基于DEA方法的BCC模型对2011年内蒙古自治区R&D活动投入产出效率进行了测算与评价。研究结果显示:近年来内蒙古自治区R&D事业取得了较大的发展,但R&D活动投入产出的规模较小、效率较低,仍处全国落后水平;同时存在投入力度不足,配置结构不合理,资源有效利用水平较低等问题,并据此提出了相关的对策建议。In this paper, We has carried on the detailed analysis and comparative study for the situation of the input and output of R＆D activities in Inner Mongolia, we estimated the input-output efficiency of the Inner Mongolia＇ s R＆D ac- tivities in 2011 based on the BCC model of data envelopment analysis （ DEA ）. The results showed that： in recent years, In- ner Mongolia R＆D career has developed greatly, but the input and output of R＆D Activity has small scale, low efficiency, and still in relatively low development level. At the same time, investment shortage, unreasonable distribution and struc- ture, low level of resource utilization are also the problems that R＆D activity faced. For the above-mentioned problems, the thesis puts forward relevant countermeasures to solve them.
