新建本科院校制度建设的理论思考

摘　　要：高校制度建设体现着学校的办学理念、校领导的政策水平和法律意识,关系到高校发展的兴与衰,制度建设是高校形成稳定教育教学秩序规范的基础,是充分调动高校教学和管理人员积极性的重要渠道,可以避免许多人为因素造成的失误.尤其是新升本院校,制度建设尤为重要.原有的一些制度存在着种种不适应,在制度建设中要"破""立"统一;批判、继承与借鉴相统一;系统建设与重点推进相统一,这样制度建设才不走弯路.The system construction of colleges and universities embodies their educational ideas as well as their leaders＇ policy level and legal consciousness alld is in relation to their rise and decline. System constnlction is tile foundation of folrning stable educational regulations, and it is also tile important way to fully arouse tile enthusiasm of tile teaching and management persolulel. It Call avoid many mistakes caused by human factors. It is particularly importont to newly-upgraded undergraduate universities whose origillal system is not adapted to tile new situation. In system constnlction, the unity of ＂destnlction＂ and ＂establishment＂, tile unity of criticism, inheritance and reference, and tile unity of systematic construction and focus promotion should be achieved. Only in this way. Call system constnlction avoid detours.
