低碳经济下我国技术法规和标准体系的构建

摘　　要：当前低碳经济以其独特的优势和巨大的市场已经成为世界经济发展的热点。低碳经济在本质上是以规则为主导、技术标准为基础的经济发展模式。我国作为世界上最大的发展中国家,低碳经济的建设任重道远。低碳经济法律保障方面突出的是技术法规与标准体系的日益完善与提高。我国政府相关部门要结合我国国情,构建我国低碳技术法规和低碳标准体系,全程跟踪,适时采纳国际低碳标准,积极参与国际低碳标准化活动,增强国际低碳标准制定话语权。Low carbon economy has become a hot spot of world economic development for its unique advantages and huge market. Low carbon economy in essence is based on rules as the leading factor,technical standards model of economic development.As the biggest developing country in the world,China’s construction of low carbon economy has a long way.In the low carbon econ-omy is legal protection aspect outstanding technical regulations and standards system increasingly perfect and improves.So chi-nese government related department must be combined with national conditions,construct low carbon technology regulations and low carbon standard system.All-the-way tracking,adopt international standard for low carbon timely,participation in interna-tional low-carbon standardization activities,strengthen the international low carbon standards voice.
