摘　　要：介绍并分析了变电站配置描述语言SCL(Substation Configuration description Language)及其文件结构,详细讨论了基于SCL的IED配置信息模型,并给出了建模思想与原则,对配置文件中的GOOSE相关信息进行了研究。分析了配置工具的功能需求及设计思想,给出了配置工具的配置流程,根据配置工具的功能特点,在.NET平台下开发实现了IED配置工具,并给出了主要模块的实现方法,最后给出了配置实例。This paper introduces and analyses Substation Configuration description Language SCL （Substation Configuration description Language） and file structure. Based on the SCL, the modeling idea and configuration process of IED configuration information model are discussed, and the functional requirements and design idea of configuration tool as well as the related GOOSE information in the configuration file are analyzed in detail. According to the functions and characteristics of Configuration tool, the IED configuration tool based on .net platform is developed and realized. The realization method of the main module is given out. Finally, a configuration case is provided to prove the effeteness of the design.
