摘　　要：有人说，21世纪是城市圈的世纪。既然是圈，便会有圆心。山东省会城市群经济圈，便是以济南为圆心，呈放射状辐射淄博、泰安、莱芜、德州、聊城、滨州等6个城市，从而形成了“1＋6”的城市发展格局。In the 21st Century,sizing the best time,the city circle has became the driving force of economic growth.The economic framework of the world is determined by the integration,cooperation and competition among city circles.At present,the four economic circles and belts,the Yellow River Delta Efficient Ecological Economic Zone,the Blue Economic Zone of Shandong Peninsula,Jinan Metropolitan Area and the South Shandong Economic Belt,are distributed from north to south over the 15,7800 square kilometers area of the Shandong Peninsula.In 2004,the strategy of 'Realizing Leaping Growth in Jinan for the Central Rise of Shandong' was made.Jinan responded immediately with bringing forward the 'Efforts to Build a Jinancentered City Circle to Form the Jinan Economic Circle with Complementary Advantage' and introducing the working method of'Strengthening the Central Area Radiation Leading Role of Jinan' at the same time.Shandong released the 'Jinan Metropolitan Area Project' in 2007,which decided that Jinan,Zibo,Taian,Laiwu,Dezhou,Liaocheng,and Binzhou would create the developing pattern of'1+6' in cooperation with the aim of establishing a city circle in the south end of the Circum-Bohai Economic Circle,linking the Yangtze River Delta and facing the hinterland of the Central Plains.Soon after,Shandong pushed forward the 'Integration with Two Wings'.Based on the plan,the overlapped area between the 'city group in Shandong peninsula' and'Jinan Metropolitan Area'merged into one community after integration taking on 66.3%of Shandong's yearly economic aggregate.Encouraged by the policies,there is a general consensus that the establishment of Jinan Metropolitan Area is critical for the development of the province's economy and the formation of mutual assistance among cities.
