摘　　要：2013年8月，《山东省会城市群经济圈发展规划》（以下简称《规划》）公布，省会济南定位明确，即建设成为区域性经济文化中心、科技人才中心、金融商贸中心、旅游会展中心、中部经济聚集中心。作为省会城市群经济阁的核心城市，济南作用有二——核心与辐射。As a core city,Jinan leads in the growth of the economic circle of the provincial capital cluster,providing guidance while giving assistance.However,Jinan still has a long way to go in its degree of development,in contrast with that of the six weighty economic circles in China.The six influential economic areas are the Circum-Bohai Economic Circle,the East China Sea Economic Circle,the South China Sea Economic Circle,the West Triangle Economic Circle,the middle reaches of the Yangtze River Economic Belt and the middle reaches of the Yellow River Economic Zone.Following the set policy of development,Jinan needs to enlarge the bounds of the city in order to cultivate potential for economic growth.Continued efforts should be made to ensure a sound development of the east new area,the west new area,Beihe new area,the southern mountain area and the northern region.Jiyang and Zhangqiu,the former counties,were upgraded to districts for the benefit of the urban development of Jinan.The readjustment in industrial structure is essential for forming a manufacturing industrial base with industrial transformation and upgrading.Developing together with the service sector and industry,acting as the distribution centre of information,funds and personnel,Jinan will stimulate the initiative of the technical development centers in research institutes and large enterprises,marching towards the new regional pole to assist the economic growth and rise of the midwest region of Shandong.
