试论桂林市行政生态环境建设

摘　　要：桂林市行政生态环境存在的主要问题有:一是生态环境时有遭致破坏;二是生态环境灾害时有发生;三是环境保护力度不够。因此,我们需从确立新的自然生态发展战略、加强生态环境管理与整治、加强生态环境保护的宣传教育等三个方面,具体建设桂林市的行政生态环境。为此,必须从以下三个方面推进行政改革:一是建立和健全与生态环境相适应的行政组织机构;二是构建与生态环境相适应的行政运行机制;三是建设与生态环境相适应的行政监督体系。There are many problems about the administrative ecological environment of Guilin. Firstly, the ecological environment is sometimes damaged. Secondly, ecological disasters sometimes occur. Thirdly, the environment protection is not enough. Therefore, the administrative ecological environment of Guilin can be constructed from three aspects： establishing new ecological development strategies; strengthening the man- agement and remediation of ecological environment; strengthening the publicity and education of environ- mental protection. And administrative reform must be promoted from three aspects： establishing and impro-ving the administrative organization compatible with the ecological environment; establishing the administra-tive operation mechanism compatible with the ecological environment; establishing the administrative super-vision system compatible with the ecological environment.
