摘　　要：为进一步落实和扩大高等学校办学自主权,完善中国特色现代大学制度,确保"十二五"教育发展规划纲要高等教育目标和任务的实现,政府、大学和社会公众等利益相关者必须共同努力,推进高等教育经费的科学化、精细化管理。In order to implement and expand the autonomy of higher education institutions further,improve the modern university system China characteristics,ensure the realization of＆quot;education and development plan for the Twelfth Five Year Plan＆quot;higher education goals and tasks,University,government and the public and other stakeholders must work together,promote the scientific,fine management of the funds of higher education.
