摘　　要：目的了解管理层与执行层对现有基本公共卫生服务均等化项目设置的认可程度及项目准入原则的意向差异,以探索完善均等化项目准入的多元决策模式。方法首先通过文献评阅归纳得"面向全体居民"、"面向特定人群"和"基于政府财政承受能力"等6大准入原则。其次对某地级市基本公共卫生服务均等化项目的管理层与执行层进行意向调查。结果管理层和执行层对现有均等化项目设置的合理性认同率不高,文献提及的准入原则重要性排序仍有争议。结论需基于多元的群体互动,以构建基本公共卫生服务均等化准入机制。Abstract OBJECTIVE To analyze the management layer and execution layers＇ intention toward the admission of basic public health services, so as to explore and complete the multi-decision model. METHODS Firstly, it generalized 6 principles of services admission by literature review such as ＂ face to all population＂, ＂ face to specific population＂, ＂ based on the financial endurance of government＂, etc. Then based on intention survey by self-reported questionnaire, management and executive level have been investigated about the services admission. RESULTS Both management and executive level have no high identify with the rationality of existing services setting. They also argue about these principles that documents mentioned. CONCLUSION It is necessary to establish mechanism to determine the priority of the services on account of multi-interactive decision.
