摘　　要：自上世纪90年代特别是进入新世纪以来,公共行政理论范式出现了强调"公共性"价值、公平正义、公共责任、社会和谐、行为自律的道德化转向,显示出公共行政理论范式及其实践追求不断趋向现代公民社会基本价值与要求的大方向。当代公共行政的道德化诉求打开了公共行政的人文价值视野,摆脱了泛理性化和技术主义的思维局限,实现了事实与价值、目的与手段、工具理性与价值理性的统一,不仅赋予了公共行政理论合法性根基与价值合理性基础,而且对于当前我国深化改革、推进国家治理体系与治理能力现代化不乏启发性意义。Since the 1990s and especially the new century, there appear a moralization turn with emphases on the value of ＂publicity＂, fairness and righteousness, public liability, social harmony and self-discipline of behavior in the theoretical paradigm of public admin-istration, which shows the general orientation of the tendency for the public administration norms and its practical pursuit to conform to the basic values and requirements of the modern civil society. As the moral appeal of contemporary public administration taps on the humanistic view of public administration, free from shackles of over rationalization and technicism while realizing the unity be tween facts and value, purpose and method, instrumental rationality and value nationality, it not only endows public administration theories with the foundation of legality and the basis of value rationality, but also brings inspirational significance to the now China＇s deepening of reform, promoting the modernization of national governance system and governance capacity.
