对构建中国特色权力监督机制的思考——兼评托克维尔的社会民主思想

摘　　要：托克维尔社会民主思想在西方社会权力监督机制构建过程中备受推崇。但这一理论产生于托克维尔对美国式民主的深入解析,因而不能作为"普世"的权力监督思想而被用来构建中国权力监督机制,虽然其中也不乏合理因素。构建中国特色权力监督机制,必须在马克思公仆监督思想的指导下,汲取托克维尔社会民主思想的合理因素,并结合中国具体国情来进行。The social democratic idea of Tocqueville is highly regarded in western society. This theory arises from the deep analysis of American-style democracy, therefore it can not serve as ＂universal＂ power supervising i- dea to construct Chinese mechanism. However, it has certain reasonable factors. Employing public servant supervi- sion thought of Marx, absorbing the reasonable factors of social democratic idea and considering the Chinese situa- tion are indispensable factors to construct the power supervising mechanism with Chinese characteristics.
