人大常委会监督议题的选择与实施

摘　　要：人大常委会的监督工作要围绕党委中心工作展开。而围绕党委中心开展监督工作,并不是被动等待党委分配工作,而是要在党的领导下,主动依法履职,对"一府两院"实施监督。人大常委会监督议题的选择途径包括"一府两院"年初在人大全体会议上通过的工作报告和人大信访以及网络民意。议题应侧重以民生问题为重点的工作监督,而非决策监督。关注的重点应该在机制、制度建设上。因此要实施好监督,首先要做好人大常委会自身的建设,实施监督过程中要贯彻民主法制原则。The supervision of the Standing Committee of People＇s Congress should focus on the central work of the Party. However, the supervision work should be carried out around the Party Center, rather than passively waiting for the assigned work of the Party Committee. There are two ways for the choice of the Standing Committee of People＇s Congress：the reports by People＇s Government, People＇s Court, People＇s Procuratorates in the conference of People＇s Congress at the beginning of the year; and the will of people from letters and calls as well as Internet. The emphasis of items should be on the People＇s livehood, rather than on decision and on the construction of system. We should construct the Standing Committee of People＇s Congress better and carry on the principle of democracy and legality.
